Miley berasal dari keluarga yang berkecimpung di dunia musik, dengan ayahnya yang merupakan penyanyi-aktor terkenal Billy Ray Cyrus. Miley sebelumnya telah aktif dalam dunia seni peran sejak ia berusia 8 tahun.
Dalam lirik lagunya terdapat nama penyanyi Jay-Z dan Britney Spears yang turut disenandungkan. Reporter musik James Montgomery pernah mempertanyakan maksud lirik tersebut dalam satu kesempatan bersama Miley pada 2009, tapi sang penyanyi mengaku tidak mengerti karena dia bukan penulis lagunya. Ia juga belum pernah mendengarkan lagu Jay-Z dan kurang merasa cocok mendengarkan musik pop sebelumnya.
Berbagai sumber menyebutkan jika penyanyi-penulis lagu asal Inggris Jessica Cornish berkontribusi terhadap penulisan lagu "Party In The U.S.A." bersama dengan produser rekaman asal AS Lukasz Gottwald (Dr. Luke) dan Claude Kelly.
Awalnya, Jessica bermaksud untuk merekam lagu tersebut dengan nama rekamannya, Jessie J. Namun, ia memutuskan untuk mengalah dan membiarkan Miley Cyrus untuk menyanyikan lagu tersebut. Sebagai kompensasi, ia menerima royalti atas kolaborasinya menulis lagu itu.
Lagu "Party in the U.S.A." itu dibuat menceritakan perjalanan seorang musisi menuju ketenaran dan menemukan tempatnya di industri musik.
